With market liberalisation looming, state monopoly looks to the future
Among the more interesting industry documents to surface this week was a tender - contract 354480-2011 dated November 11 - from the Danish state gambling monopoly Danske Spil, which is apparently seeking a software platform provider for sports betting operations once market liberalisation and a new regulatory regime is established early next year.
Appearing on the electronic EU-supply tender system, the contract is defined as an invitation to tender for "...a technical solution to run the company's sports betting activities, including "fixed odds betting", "pre-live betting" and "live betting" as well as betting as pool games. "
At present, and since 1994, Danske Spil uses a solution developed in-house and integrated into retailer terminals, Internet and mobile telephone solutions. The contract put up for tender is designed to replace the current solution, and must comply with Danske Spil's new IT strategy where Danske Spil, in future, will form strategic "partnerships" with betting providers on maintenance and operation of fully-developed betting solutions.
"The requested sports betting solution must include the functions used for today's operation of sports betting, e.g. listing of match details, odds determination, sales, monitoring, risk handling, CRM, bonuses and prize handling," the contract description explains, noting that it must also include integration into Danske Spil's sales channels with retailer terminals and Internet sales.
The provider will be required to handle full solution hosting and operation, including the operation of customer-oriented servers and administration systems, which Danske Spil staff must access to manage the sports betting games. The provider must additionally monitor communication channels to Danske Spil, and help the company apply the sports betting solution, offer training for Danske Spill staff.
The company wants continued enhancement of the sports betting solution in the form of minor modifications, additions of new features, new sports betting modules and special development of systems specifically for Danske Spil, all of which must be integrated into Danske Spil's systems with data exports for offered and made bets, integration into Danske Spil's customer/retailer accounts, integration into terminal solution via an interface defined by Danske Spil and integration into a web solution in the form of delivery of sites and site components.
Finally, the provider must handle integration to the feeds supplier regarding data on matches and odds as well as integration into Danske Spil's TV streaming supplier, with operations scheduled for commencement in December 2012.
